Up until now, its been up to the Internet service providers to decide whether to hand over personal information about their customers to police. Police agencies have suggested the current system is broken. They admit Internet service providers do hand over the information they need in cases such as child exploitation. However, the Internet service providers are reluctant to hand over information in other cases without a warrant, especially for cases of extortion or robbery.

The proposed legislation also appears inconsistent with Prime Minister Stephen Harpers Conservative philosophy. On one hand, the Conservatives are scrapping the long-gun registry, which lists people who own potentially deadly weapons, because it is an invasion of privacy and it assumes everybody who owns a gun is a criminal. However, the federal government apparently has no issue collecting personal information on millions of Canadian Internet users, the vast majority of which are law-biding citizens.

Among the provisions, Bill C-30 would allow authorities access to Internet subscriber information including name, address, telephone number and email address without first getting a courts go-ahead. It would also require that Internet service providers more closely track what people do online.

After the political firestorm, the federal government signaled it might be open to amending the bill. Government House leader Peter Van Loan hinted the legislation would be sent directly to committee, it easier to change the content of the proposed bill. Thats a good first step.

Canada is not a police state. We do not need, nor should we tolerate, Big Brother constantly watching our every move in public or online. You can either stand with the government or with child ographers prowling online. That was Public Safety Minister Vic Toews response to a Liberal MPs concerns about a bill introduced in the House of Commons purported to protect children from online predators.

Legal experts say the proposed bill will more than likely be challenged in court as a breach of privacy law.

In the meantime, Canadians need to get in touch with their members of Parliament and express their feeling on the proposed legislation so this flawed bill will be changed.

The union has played a role in one of the biggest issues to hit City Hall this year &8212; a new policy supported by Chief Charlie Beck and Villaraigosa that would allow unlicensed drivers to avoid having their cars impounded for up to 30 days. Beck has said the proposed changes are designed to ease what he sees as an unir burden that the impounds place on illegal immigrants, who cannot get drivers licenses in California. But the union opposes it.

Their respective districts knew who and what these people were when they voted them into office. Their districts chose police officers (present, former, or reserve) to represent them. Why must you second guess the voters? If you feel the council should accurately represent the population, then lets get some census statistics and enforce who can run in what district. Only a woman here, a white male there, a black female here, a jewish person here.

Four of the lawmakers on the 15-member council will either be former police officers or current reserve officers.

In recent months, the union spent $223,000 to help Buscaino in his successful race against AssemblymanWarren Furutani, a longtime Democratic politician who lost despite having better name recognition as well as backing from the Los Angeles County Federation of Labor and MayorAntonio Villaraigosa.

Some say the proliferation of police inside City Hall makes sense because public safety is perhaps the citys preeminent responsibility. Others wonder whether the council, which has only one female member, accurately reflects the city.

About 70% of the citys general fund goes to the Police and Fire Departments each year &8212; a share that some say is outsized. Manuel Criollo of the Bus Riders Union said the city should invest more in parks, after-school programs and infrastructure improvements and spend less time enforcing laws that criminalize the poor.

Zine said he thinks officers are a natural fit for the council because of their problem-solving skills and miliarity with the community. He said he hopes Buscaino will help with efforts to restore some funding for the Police Department when lawmakers take up the citys budget &8212; and try to close a $72-million deficit &8212; this spring. In recent years, the Police Department has lost some of its civilian staff to cuts, which means that some sworn officers are now performing desk jobs instead of patrolling the streets.

The Public Safety Committee, headed by Englander, heard a motion on the proposal last week that asked for the plans to be halted until the city can examine the potential effect of the policy change. Englander said his seven years as a reserve officer have given him unique insight into the proposal, which he says has not been properly vetted. His police experience often informs his decision- on the council, he said.

Buscaino, who took a tour of his new City Hall office Wednesday &8212; stopping for a moment to roll a few strokes of paint on the walls &8212; said he is committed to reversing that and other cuts to police. He said the city attorneys office and the Department of Recreation and Parks are other important components of public safety, and said the city can find money to help bolster those departments by transferring some of its other services, like management of the Los Angeles Zoo and L.A./Ontario International Airport, to private operators.

Civil rights attorney Cynthia Anderson-Barker, a board member of the National Lawyers Guilds National Police Accountability Project, said she worries that with four police-affiliated members on the council, there will be no effective checks and balances on the power of the police lobby.

Police Commission Chairman Lawrence Jensen has argued that a clause in the charter obligates the city to buy two new cruisers each year, while the city attorney said wording requiring the purchase when practical gives the city the latitude to delay the purchases. Jensen stood by his interpretation following the vote Tuesday.

Actions speak louder than words in this case, he said.

Notte said he still hopes to find the money from somewhere and pointed out that the board also trimmed money from the proposed budgets for the Recreation Department and Department of Public Works.

Money slated for the cars was diverted to purchase a truck for the Department of Public Works during the budget process, a move that drew protests from the department and Police Commission. The Public Safety Committee voted 3-1 to recommend using $60,000 from the Zamias fund to pay for the cars, but the full board rejected that proposal 5-3 during its regular meeting Tuesday.

That&8217;s all well and good, but it may require a dynamic kind of police leadership, as Burgess admits: &8220;We should change how we select, train, motivate, supervise, reward and promote our police officers.&8221;

Per the DOJ:

This new philosophy should focus on the policing of those micro-places where crime is concentrated and anchored; focus significant resources on persistent, high frequency offenders; introduce science-driven and evidence-based strategies to prevent crime, especially street crime and disorder; enhance increase crime tracking, data mining and analysis capabilities; restore the value placed on the generalist first-responder police officer; change how officers are selected, trained, managed and supervised to ensure the values and foundational principles of Constitutional policing and restorative justice are practiced; and, implement a problem-oriented policing model throughout the Police Department that views members of the community as valued and strategic partners in preventing crime.

What Ive come to realize is that police agencies that enjoy the most trust and confidence of their communities are those that areproactively transparent. . . they are the police agencies who on their own reach out to the community and invite dialogue, scrutiny and review. They dont wait for others to impose these conditions; they lead the way themselves.

What would you do if, during the time you were chair of theSeattle City Council&8217;s public safety committee, the Seattle Police Department were the subject of aneight-month-long Department of Justice inquirythat found the &8220;Seattle Police Department (SPD) has engaged in a pattern or practice of excessive force that violates the Constitution and federal law&8221;?

SPD officers escalate situations, and use unnecessary or excessive force, when arresting individuals for minor offenses.   This trend is pronounced in encounters with persons with mental illnesses or those under the influence of alcohol or drugs.   This is problematic because SPD estimates that 70 percent of use of force encounters involve these populations.

In Burgess&8217;s view, the primary goal is crime prevention&8211;that is what gives people trust in their police. A crime, once it&8217;s occurred, has already damaged that trust. Thecitizen feels let down by policebefore they&8217;ve even started investigating. Dante once called for a &8220;new sweet style&8221; that rigorously demonstrated the power of divine love; Burgess has in mind anew law enforcement philosophythat just as rigorously demonstrates the power of the idea of order:

Data-mining detectives couldn&8217;t sound more Seattle, but Burgess is careful to give credit where credit is due: &8220;Other cities, in particular New York City, have proven lse the widely held belief that a certain level of crime is normal and should be tolerated in large metropolitan cities.&8221; (That&8217;s not to say that the NYPD has subsequentlydriven out scandal from its ranks.) Because public order is a kind of unifying security blanket, Burgess calls into question the division of crime into major and minor categories, at least when it comes to the public being served. Very few people who have been robbed say to themselves, &8220;I still feel secure alone at night because I wasn&8217;t killed.&8221;

SPD officers too quickly resort to the use of impact weapons, such as batons and flashlights.   When SPD officers use batons, 57 percent of the time it is either unnecessary or excessive;

The Public Safety Committee discussed the options for the Fayette County Detention Center at a special session this morning.

Council members say the solution to the jails problems could be more complex than one idea or the othecommittee of public safety Committee hears options for future of Fayette Counr. The man currently in charge of the jail says appointing the sheriffs department to run the jail could present its own issues.

The problems at the Fayette County Detention Center are well documented including a high turnover rate, lawsuits from inmates and corrections officers and a report from the sheriffs office saying the jail had a perceived lack of leadership.

committee of public safety Committee hears options for future of Fayette Coun,There are two main options being considered by the Urban County Council: keeping the jail under control of the Urban County Government or handing operations over to the Fayette County Sheriffs Office. Both options raised a lot of questions today.

Kentucky separated the enforcement and corrections because its difficult to be and enforcer and a helper. said Interim Jail Director Ray Sabbatine. Sabbatine was appointed last year to help turn around the troubled cility.

A third, less popular option was discussed, creating the position of jailer as an elected position. One council member went as r as putting up a motion to table that idea for good but that was put on hold until the council could get more information.

Fayette County Sheriff Kathy Witt spoke to the council, saying giving her department control of jail operations could save the city money by sharing resources.

Corrections officers, sheriffs deputies and council members all listened as a research analyst discussed the pros and cons of each option.
