When we believe the entire world is filled with unlimited resources provided for our use, we act accordingly. This anthropocentric view envisions the world revolving around us. So we create departments of forests, fisheries and oceans, and environment whose ministers are less concerned with the health, and well-being of forestways to save the environmentDavid Suzukis, fish, oceans than with resources, and the economies that depend on them.

This emphasis of economy over environment, and indeed, the separation of the two, comes as humanity is undergoing dramatic changes. During the 20th century, our numbers increased fourfold to six billion (now up to seven billion), we moved from rural areas to cities, developed virtually all of the technology we take for granted today, and our consumptive appetite, fed by a global economy, exploded. We have become a new force that is altering the physical, chemical, and biological properties of the planet on a geological scale.

Unless and until Suzuki and the environmentalists come up with a workable plan to get us off our addiction to fossil fuels, our energy needs will trump environmental considerations. Wind, solar, and conservation can help, but are of much too small a scale to solve the problem. We (Canada) consume energy at the rate of about 0.5 terrawatts. Solar and wind are simply impractical and unaffordable at that scale.

This perspective is reflected in spiritual practices that understand that everything is interconnected, as well as traditional societies that revere Mother Earth as the source of all that matters in life.

Paul Mueller, who demonstrated the effects of the pesticide, was awarded the Nobel Prize in 1948. In the economic boom after the Second World War, technology held out the promise of unending innovation, progress, and prosperity. Rachel Carson pointed out that technology has costs.

07:53 AM on 05/03/2012A more militant approach may be what is needed but I think what is needed is less of a biocentric view and more of an anti-growth worldview. The growth=progress paradigm is the more dangerous one to our species continued survival. Human growth (population and economic) have various feedback loops (negative and positive) that have created unsustainable practices and lifestyles. And, as Donella Meadows states in her book, Thinking in Systems: A Primer, our leaders, more often than not (because of the necessity of exponential growth in the economy-particularly debt), push growth to solve our problems, only creating more problems in the process. I get the feeling that either the governments will inflate debt away through currency debasement to the point that all fiat currency collapses and we return to a gold standard that will slow growth, or lling oil/gas production will force global economic contraction to a more sustainable level (of course, either one of these will lead to mass social chaos)…we certainly live in interesting times.

A government motion was adopted Thursday in the House of Commons, by a vote of 145-122, to limit second reading debate on budget Bill C-38 to six more days (seven in total), before its voted on and sent to committee for further examination.

The governments Jobs, Growth and Long-term Prosperity Act is more than 420 pages long and includes sweeping changes to such things as employment insurance, border security, environmental protection, national parks, old age security and approvals for natural resource projects. It ultimately will amend or eliminate dozens of different laws.

"We have a chance to right some of the wrongs and some of the questionable practices we have llen into, in particular the practice in recent years of presenting omnibus legislation with respect to budgetary matters."

The budget bill also would allow set time limits on environmental reviews, regardless of whether they are complete, and allow cabinet ministers to make decisions on certificates for major pipelines.

The NDP and Liberals noted that Prime Minister Stephen Harper, when he was an opposition Reform MP, argued in 1994 against omnibus budget legislation that combined important policy changes into one sweeping bill, without sufficient environmental jobsCritics see Tory omnibus bill as abusive, unethicatime for debate.

Opposition parties are demanding the government split up the budget bill into separate pieces of legislation so parliamentarians can properly debate the myriad changes.

The Tories, however, maintain their omnibus budget bill will receive more debate than any fiscal blueprint over the last two decades and that theyre simply trying to enact important economic measures in a timely shion.

The government, however, insisted that even with the motion passing, the budget bill will receive more debate at second reading than most fiscal blueprints in recent decades.

The legislation also is being used to scrap the Kyoto Protocol Implementation Act, which called for annual reports on the effectiveness of federal climate change policies and an independent review of results.

"Its a troubling trend," Green party leader Elizabeth May said about the budget bill. "This has more acts than ever and more of these acts have nothing to do with the budget."

A few bills were promoted throughout the hearing by advocates. Bill S.4220-a/A.7218-a, sponsored by Sen. Tony Avella, D-Whitestone, and Assemblyman William Colton, D-Brooklyn, would ban hydraulic fracturing in New York and prohibit any storage or disposal of any fracturing waste in the state. The bill has been referred to the Senate and Assembly Environmental Committees, of which Avella and Colton are members, respectively.

Martha Robertson, chair of the Tompkins County Legislature, which also banned hydraulic fracturing, criticized Senate Environmental Conservation Committee Chairman Mark Grisanti, R-North Buflo, and Senate Majority Leader Dean G. Skelos, R-Rockville Centre, for apparently stifling anti-hydraulic fracturing legislation and other Democratic bills. Its not good enough to cram 30 bills into two days at the end of June.

The negative impacts of fracking have been understated or overlooked, Weltman said. Fracking is inherently dangerous and beyond our capacity to regulate. There are no alternatives to water.

The Senate Democrats agreed with many of the speakers points. There are so manenvironmental jobsy unintended consequences of every step of this process, said Sen. Liz Krueger, D-Manhattan, about hydraulic fracturing. This could be the greatest risk to our environment in the 21st century.

I actually believe that sanity will prevail, Fox said.

Josh Fox, director and star of Gasland, a documentary investigating the impact of hydraulic fracturing across America, said he has two concerns about the process in New York. Fox is concerned the DEC will attempt to rush through the thousands of letters and public comments sent to them addressing the proposed fracking regulations now being considered by the agency. Foxs other point is that wherever the gas industry operates, groundwater is contaminated. But he remains optimistic fracking wont be approved in New York.

Hydraulic fracturing involves pumping a water, sand and chemical mixture underground to split up bedrock containing natural gas. Opponents of the process say it could contaminate groundwater, pollute air, expose radioactive rock layers or cause earthquakes. Proponents say it would create jobs and boost the states economy.

The Halliburton loophole Huntsman referred to is the oil and gas industrys exemption to the Environmental Protection Agencys Safe Drinking Water Act, established during the Bush administration. Former Vice President Dick Cheney was the chairman and CEO of Halliburton, an oil services company.

Bill S.6261/A.7400-a would suspend hydraulic fracturing until June 2013. Sen. Greg Ball, R-Patterson, and Assemblyman Robert K. Sweeney, D-Babylon, sponsor the bill, which has been referred to the Senate Environmental Committee. Bill S.6772,美国空间. sponsored by Avella, would prohibit hydraulic fracturing until a public health assessment has been made. The bill has also been referred to the Senate Environmental Committee.

The commissioner says if the majority of a community does not want fracking to occur, it will be an important ctor when it’s time to move forward.

It is a job generator, there’s no doubt about that, Cuomo said. The question is can you generate the jobs and do it safely and protect people and protect the environment. That’s what you’re trying to work through there.

That may be a consideration for saying ‘no, we’re not going to allow it here,’ Martens said.

There have been further indications that the process to allow fracking has slowed down. There was no money in the state budget to hire new staff to issue permits. Currently thereenvironmental jobs are only 16 workers authorized to so, when it’s estimated that at least 100 would be needed if the full permitting goes forward.

An advisory committee tasked with setting taxes and fees for the gas industry has not met in months, though the commissioner says they do plan to hold a meeting sometime soon.

Cuomo’s Environmental Commissioner Martens is reluctant to offer a firm date on when fracking could begin in New York, but he does say it’s not likely that there will be any more public hearings.

The State Assembly, led by Democrats, passed a package of one house bills for Earth Day, including requiring private drinking wells to be tested before fracking occurs, and to classify fracking wastewater as hazardous waste. Currently, the DEC plans to regard it on the same level as medical waste.

At this time last year, the state seemed on a st track to allow fracking to go forward. But natural gas prices have plummeted, and opposition to the practice has widened. There’s been increasing signs that the state might more slowly phase in the permitting of new gas wells, with preference going to communities or regions of the state that are more receptive to hydro-fracking.

The commissioner says 50 DEC staffers are working full time looking at all of the public statements.
